Built Over Gas Pipes

During some visits to properties, we identify structures that have been built over, or are located too close to, an existing gas pipe. This creates a potential safety risk and may also affect our ability to access and maintain the pipe in the future.

To keep the gas network safe and ensure we can carry out any necessary maintenance or emergency work, we need to alter the gas service.

What is an overbuild?

The following elements are considered to represent an overbuild:

  • Structures constructed or modified directly over existing (see note below) mains or services.
  • Structures constructed or modified to enclose a main or service.
  • Non-compliant service entry through building wall.

Note: Existing infrastructure that has been designed and installed to meet the requirements of its original purpose. An overbuild is considered to be a modification to a building structure which makes the gas supply installation non-compliant in terms of its design, construction or in the loading applied.

Figure 1 below shows an illustration of a property extension overbuild. 

Before the extension the gas meter is located on the outside of the building. The extension is then built directly over the gas service and the meter is now enclosed.

The illustration detailed in Figure 1 is deemed to be an ‘Overbuild’ due to the following:

  • A service must not be installed under the foundations of a building, under the base of a load bearing wall or under a floating raft foundation.
  • As the service was laid before the extension was constructed, the pipe could have been damaged during construction work.
  • The pipe could have mechanical joints which are not permitted if the pipe is installed in solid floors. Mechanical joints are not permitted within 2m of a building.
  • The pipe may not have a gas-tight metallic sleeve installed to prevent damage and resist fire. If a sleeve is installed, we do not know if the annulus between the pipe and sleeve is sealed to prevent the passage of gas.

These works are required in accordance with the Pipeline Safety Regulations, which place obligations on SGN to maintain safe access to our gas infrastructure for inspection, maintenance and repair. Where a structure restricts such access, we are required to take appropriate action to make this safe.

As the property owner, you may be responsible for the costs associated with these works. Charges are applied in accordance with our published pricing methodology, which is available on our website. If you purchased the property after the structure was erected, you may not be liable for these costs; however, evidence will be required to support this, please provide this asap. In some cases, removal of the structure may eliminate the need for any alteration works.

Connections documents and charges

Failure to engage with us may result in us considering the disconnection of the gas service where this is necessary to maintain a safe installation.

The works will be scheduled for the earliest available date, and we will work with you where possible to confirm a suitable appointment. SGN's work is usually completed within two working days. Any areas of your property disturbed during the works will normally be reinstated within five working days where reasonably practicable.

As this is a safety concern, it is important that these works are carried out as soon as possible. This is required under the Pipeline Safety Regulations and helps ensure the continued safety and reliability of your gas supply.

Yes, an authorised person will need to be present to provide access to the property, as SGN will require access to the gas meter. Without access, we may need to disconnect the gas service to ensure the installation is left in a safe condition. 

Your gas meter will need to be reconnected to the outlet pipework; please ensure this work is completed as close as possible to the Substantial Completion Date provided. Failure to do so may result in you being without a gas supply until a Gas Safe registered engineer has completed the reconnection. When our connection work is finished, we aim to reinstate all driveways, paths and other surfaces disturbed by our activities within five working days. We usually use black tarmac or re-laid slabs or bricks unless an alternative has been previously agreed. Please note, we can’t guarantee an exact match, especially if the surface is weathered or the original surfacing material is no longer manufactured.

We understand that this may be a concern. However, due to the nature of the safety risk identified, we are required to complete the work as soon as possible. Payment is not required in advance. Once the work has been completed, our invoicing team can discuss payment arrangements and available options with you, where appropriate.
