SGN has published its RIIO-GD3 Business Plan for the five years from April 2026. This sets out our plans for investment in Scotland and southern England to ensure the efficient operation of a safe and reliable energy network into the 2030s.
The plan has been informed by our most extensive engagement programme ever with our customers and stakeholders. Their priorities include a safe and reliable gas network, high quality customer service, more support for vulnerable customers and affordable bills. They also care deeply about net zero and want us to invest more in green energy, providing choice for households and businesses in the future.
This has guided the multi-billion pounds investment we will make over the five-year period to keep our communities safe and warm, provide resilience in a changing energy system while supporting jobs and growth. Recognising that many customers are struggling to afford their household bills we are also committing to more targeting help for the vulnerable and those that need it most.
Over the GD3 period (April 2026 to March 2031) we will:
- Invest £4.5bn to ensure a safe and reliable energy network
- Help at least 650,000 households in the most vulnerable circumstances.
- Replace nearly 5,000km of metal pipes with plastic pipes, which are safer, reduce emissions and can transport green gases
- Decarbonise the equivalent of one million homes and businesses with green gas
- Create jobs, training opportunities and more than 50 apprenticeships a year in our regions
We are also committing to making SGN a leader in safety, value for money and customer service.

We will now be sharing our plan and seeking feedback from our key customer and stakeholder groups. Ofgem will deliver its draft decision on distribution network business plans in summer 2025 and a final determination late next year.
